    Alfred Thomas "Alf" Oughton, MBE
    Former President of the Senate of Bermuda
    Alfred Thomas Oughton was a Bermudian politician and a former President of the Senate of Bermuda.
    Early life
    Alfred Thomas Oughton was born in East London in England in 1928. His family was split up due to the evacuation of the capital at the beginning of World War II.
    He returned to London in 1942 and met his future wife Jean while studying at Wakefield Central School.
    At the age of 18, he volunteered to serve in the Royal Navy. In 1951 was posted to serve on the Admiral’s Staff in Bermuda.
    In July 1953, his tour ended but he and his wife returned to Bermuda in December 1955 when Mr Oughton got a job as Belco’s clerk in the purchasing department.
    Career
    Appointed to the Upper House as an independent Senator in November 1993, Alfred Oughton was elected as Senate President in March 1998. He presided over the Senate for a decade until his 2008 retirement. He also acted as Governor of Bermuda.
    Oughton might be best remembered for his work on a landmark review of Bermuda’s health system during the 1990s. He was appointed to chair the Health Care Review Sub-Committee by the then Minister of Health, Social Services and Housing Quinton Edness in September. He produced a Health Care Review Report in May 1996, which became known as ‘The Oughton Report’.
    Prior to his tenure in the Senate, Oughton head of the Bermuda Electric Light Company Limited (Belco). Having joined Belco in 1956 as purchasing manager, Oughton worked hard to advance his career, rising through the ranks to become head of the company, first as General Manager in 1982 and until his retirement as Chief Executive Officer on 1 August 1992.
    Honours and awards
    In 2009, Mr. Oughton was named as a Commander of the British Empire (CBE) by the Queen shortly after stepping down as Senate President. In 1990, he had been made a Member of the British Empire (MBE).
    On 24 June 2011, Oughton was the recipient of the Bermuda Health Foundation’s Salute to Service Award for his stellar work in the community, for the thorough Health Care Review Report that he produced in May 1996.
    Personal life
    He was predeceased by his wife Jean in 2009. He was the father of one son, Stephen.
    Death
    Alfred Oughton died on 13 February 2012. He was 83. His funeral was held at St Anne’s Church in Southampton, Bermuda.
